Bush wants to pull another fast one

Senators and administration officials said that during the meeting, Bush emphasized the need to act quickly after he presents his proposals, and both sides said most senators agreed that something needs to be done.
So the president has been in no rush to explain what's actually contained in his proposal, even though he announced his intention to submit his own bill within a couple days of his reelection. And yet it's very important that Congress adopt it quickly after he submits it. I guess that says something about how confident he is in selling it to the public.
The President can't even bother to tell anyone what his program is, but when he announces it, he wants it made law before anyone has a chance to analyze it.
Gee, why would that be?

How, exactly, can the "complete" string quartets come in a version with a "bonus track?" Is the regular version "complete" or not?
The "bonus" appears to be Mendelssohn's Octet in E Flat Major, Op. 20, which is not technically a string quartet. Still, the name is bad.
This album is the oddest I've seen on the iTunes Music Store. The description says "11" songs, but there are really 38, in 9 separate "works." In fact, this album's listing has disclosure triangles for movements of individual string quartets. I didn't know the iTunes Music Store could do that.
Maybe I should win a bonus track for figuring it out. (Via iTunes 75 New Releases.)
