Interpreting the headlines

I've mentioned my "#1 rule of Republican attacks" here and here, and probably elsewhere: whatever the Republicans accuse Democrats of doing is exactly what the Republicans are doing, or would have done had they been able. The latest example: George Felix Allen accusing Jim Webb of misogyny.

With that rule in mind, have fun interpreting this Reuters headline:

Bush accuses Democrats of lacking plan for Iraq

Some days it's just too easy. But if you need any clue about what a pathetic, sad, desperate little man occupies the Oval Office at present, the lede from this follow-up AP story will fill you in:

WASHINGTON - Campaigning for Republicans, President Bush said Monday that "terrorists win and America loses" if opponents of his Iraq policy triumph in next week's elections.

It's disheartening that the Reuters story didn't bother to carry that informative little quote.
