Every time Karl Rove or another GOP strategist says that the Republicans are going to use terrorism as a campaign issue, why don't the Democrats point out that this may be why Osama bin Laden hasn't been caught?

I mean, Rove is quite open about the fact that Bin Laden, on the loose and Determined To Strike America, means Republicans win elections. Why would the GOP ever want Bin Laden caught or killed?
